swimming pool water is a blackish green color?

We just took the cover off of our above ground pool. the water is black green color more so black than green, what do I do? This happened last year when we opened our pool so we just emptied it and scrubed the liner and started over. I do not want to have to do this every year. Someone please help….
I have a 24 foot round above ground pool. We took the cover off of it and the water is dark green. We used Shock and still dark green.. What now?
