How to choose Lure colors?

So in looking for this answer I have come across some contradicting information.
For Example:
You are suppose to use bright colored lures during sunny days in clear water but then you read that you are suppose to use bright colors in murky water and during sun set.
What is the correct answer?
In what weather should I fish top water, mid water, or even deep water?

I never know when I should fish deep, or on the top. What weather should it be to fish these depths. Such as cloud cover, water temp, outside temp, color of water, wind?
Thought I might add that I fish for mostly bass, but I notice that Bluegill come to the surface for my poppers.
